The City Planning Department functions are as follows:

• Prepare and implement proposal plans that will drive development of the city towards the 21^st century technology era
• Translate federal and state spatial development plan policies into the development planning processes of the city.
• Assist in coordinating and promoting investment in city development by federal, state and private agencies.
• Control, drive and acts as a catalyst towards maximum physical development while taking into consideration the socio-economy aspect, local traditions and natural environment of Kota Kinabalu City .
• Plan and implement development plans towards achieving Kota Kinabalu as a Nature Resort City .
• Implement plans and development in line with agenda 21 that emphasizes on participation by the community in the entirety of the city development plans.
• Plan and manage the traffic and public transportation system for the city to ensure efficient mobilization of the city’s activities.
• Provide information network to maximize natural resources for future generations
• Provide clear and effective guidelines towards implementing development plans
