Introduction

The Engineering Department is headed by the Director of Engineering, Ir. Lee Tet Fon who is assisted by Senior Engineer and ten (10) Engineers. They are supported by a team of Technical and Clerical staff. Presently, the entire Engineering Department has a total of 158 staff members.

At present, renovation works is on going at Dewan Bandaraya Kota Kinabalu (DBKK) HQ building and due to lack of space, the engineering department occupiess the new office wing at second floor and the staff at fourth floor was moved to the new office area at second floor.  The Workshop was still located ata the Inanam Oxidation Pond and part of the solid waste sections were located at the Kayu Madang Waste Disposal Centre, Telipok.

OBJECTIVES

The objectives of the Engineering Department can be summarized below :-

  • To ensure the process of infrastructure plans and maintenance services provided is  responsive, satisfactory and the final product is of quality or value added to the customers and the society.
  • To ensure the planning and policy carried out is environmental friendly and enhancing towards promoting sustainable development.
  • To work closely with the relevant authorities with respect to earthworks control, drainage improvement and management plan and road maintenance works in a holistic or integrated approach.
  • To complement with other departments within DBKK on technical matters. ( to create a competent in house consultant)

THE DEPARTMENT'S CORPORATE POLICY

The Engineering Department’s role and function within DBKK has three general corporate policies that could be formulated as below. The first two policy reflects the Department's basic role and function whereas the third is based on the Department's potential to generate resource/trust fund for development and maintenance fund :-

  1. Proper planning and control of infrastructure development through effective enforcement  monitoring and reviewing policy to suit current environment.
  2. To build up a good operational management practices through reengineering process and continued personnel development.
  3. Strengthening DBKK's revolving fund through development cost contribution by developers on infrastructures such as sewerage, drainage and earthworks activity at early planning stage in premature areas.

THE DEPARTMENT’S STRATEGY PLAN

a) SHORT TERM PLAN

  1. To set up regular performance review for work quality improvement through evaluation, review strategy and to promote continued professional development of the technical staff.
  2. To prioritize and optimize resources in pursuing maintenance or improving of infrastructures and services by setting up a cost effective maintenance operation schedule for all DBKK public assets.
  3. To explore options and assisting in setting up DBKK financial plan to generate income to become more financially independent.

b)  LONG TERM PLAN

  1. To build a competent, multi skilled, knowledge based, and a vibrant departmental team work with action plans that would complement effectively to enhance DBKK vission and mission strategy goals.
  2. To work enhancing the City Hall’s "Halatuju" statement towards promoting a clean, beautiful and a safe resort city to live in.
  3. To work towards good governance and a quality delivery system.
