Formerly known as "Jabatan Pengurusan Awam" in 2000, this department was later renamed as Sub Urban Department on 11th August 2004 (JPSU). While mainly dealing with areas located outside the City Hall ratings area and engaging in rural community programs, JPSU is also responsible for several villages still existing within the city such as Kg. Sembulan, Kg. Tanjung Aru, Kg. Likas and Inanam as each retains unique characteristics and approach involving local traditions and matters.
In 2005, the roles of this department is expanded to include controlling the poverty rate within and outside ratings area. JPSU officers are also responsible to coordinate poverty-related programs.The director of Sub Urban Department plays a role similar to that of a district officer in addition to being the Chief District Native Court, Kota Kinabalu. This relatively new department strive to fulfill the needs for an effective, systematic development on district level in line with the aspirations of state development.

To create and develop a quality management system in dealing with community matters particularly for areas located beyond the ratings area as well as preserving the native culture and heritage.
