DBKK's FUNCTION is governed by Section 49 Local Gorvernment Ordinance 1961 which covers:-

- Provide and Maintain Public Facilities
- Public Health
- Licensing

To be an environmental and people friendly and Renown Maritime and Nature Resort City,
Supported by;
Work System Management; emphasis on Strategic Fiscal Policies, Professional and Responsive Service Delivery Approach, and appropriate High-Tech application.
DBKK Mission
- To perform our Statutory duties as prescribed under the the City' Enactment 1996 and the City' By-Laws and other State's and Federal related legislation's and Directives;
- To nurture a pool of competent, capable and effective City' Managers;
- To provide and control planning direction;
- To act as Planning Regulator and Facilitator in the development of our infrastructural requirement, public utilities and facilities;
- To ensure the protection of Public Interest, Health and Safety;
- To ensure the promotion of City' Cleanliness and Beautification;
- To promote a vibrant and progressive City' economic environment;
- To promote Kota Kinabalu as the preferred tourist destination;
- To nurture the development of responsible and competitive City' citizens and a harmonious social environment.
