Development Plan Process
Applicant
Applicant is the landowner/developer/agency which makes a proposal for development of land owned by them. The applicant must appoint an architect or consultant who is registered with Dewan Bandaraya Kota Kinabalu (DBKK) to submit proposed development application to the City Planning Department. Each application which is submitted to the City Planning Department must be made on a covering letter stating the purpose of the application.
 
Documents Required
Each development plan application which is submitted to the City Planning Department must include the following documents for reference before the application can be registered:-
  • Sixteen (16) sets of development plan, neatly folded;
  • Certified true copy of land title;
  • Topography plan and boundary survey plan which has been prepared/signed by a registered/licensed land surveyor;
  • Well-defined location and site plans;
  • The development plan must be signed by the architect/consultant and the land owner and the all the signatures must be the original signature.
  • All plans submitted must be coloured clearly and drawn to suitable scale.

Comments from Relevant Departments
The development plan will be circulated to relevant technical departments for comments within the second week or fourteen (14) days from the date of receipt of the application letter. The departments which are involved are:-
  • Jabatan Kerja Raya
  • Jabatan Perancangan Bandar & Wilayah
  • Jabatan Pengairan & Saliran
  • Jabatan Bomba & Penyelamat Malaysia
  • Telekom Malaysia Berhad
  • Jabatan Air, Gaya Park
  • Jabatan Tanah & Ukur
  • Pejabat Kesihatan, Luyang
  • Sabah Electricity Sdn Bhd
  • Jabatan Perlindungan Alam Sekitar (where necessary)
  • Jabatan Penerbangan Awam (where necessary)
Delivery of Decision to Applicant
The development plan which has been commented by the relevant departments will be delivered to the architect/consultant to fulfill the technical conditions and to amend the development plan. The architect/consultant is required to submit the amended plan within one (1) month from the date of receipt of the notification letter.
Amended Development Plan
The development plan which has been amended in accordance to the technical requirements will be submitted to the Development Plan Committee meeting for consideration for approval.
Checking/Approval/Endorsement
The development plan which has been checked and has fulfilled the technical requirements will be recommended for approval/endorsement to the Mayor.
Development Plan Approval
The development plan approval will be delivered to the architect/consultant. The development plan approval is valid for a period of 24 months from the date of approval.
